Very sad state of affairs, this telephone etiqutte tragedy is as old as or can be dated back to 80s when Civics Education / school administration &#38;  management changed to Moral Education,  taught by / missed by / remote controlled by these new administors and managers. 

2. Numerous complains have been recorded and highlighted, no avail.

3. The re adddress could and would be, the people who are receiving the calls on the other end must be made more WISE to teach / correct.
