Paypal Counter Attack With New Affiliate Program

It seems that online payment giant Paypal is stepping up it’s marketing efforts. With Google Checkout picking up steam and rapidly becoming their main competitor, Paypal has decided to use one of the oldest tricks in Internet marketing - pay others to recommend your product.
They have released a new affiliate program via Commission Junction that pays much more than their original (and rather lame) affiliate program does.
This is taken off CJ:

As a PayPal affiliate, you will be compensated $3 for each Business Account and Premier Account sign up plus an additional $20 if the account activates and their first payment is an off eBay payment (from their own website), or $1 if their first payment received is an eBay payment! Their main focus is AGAIN on Ebay. You can earn the most by getting people to sign-up for Paypal and use Ebay. In my opinion it’s rather difficult to earn that $23 unless you’re an Ebay power user and actively selling and buying using Paypal.

When I looked at the Terms and Conditions, I realized that you cannot promote Paypal by email without banging your head against the wall. Here’s what their terms say:
You agree not to send any emails in Your promotion of the PayPal site unless authorized and approved to do so by CJ. Authorization and approval of email marketing includes additional terms and conditions to which you must agree before such promotion begins.
I tried applying to the affiliate program but was rejected without consideration. My guess is that you can only apply if you’re an affiliate in the US or UK. Typical…
My conclusion: Paypal sucks and always will. Don’t bother with this affiliate program. My grandmother understands Internet marketing better than Paypal. It’s sad that they are backed by Ebay’s fat bank account. Otherwise I think newer, better services like Google Checkout would wipe them out completely.

i am thinking that maybe 1 or 2 out of 100 referrals will translate into those big accounts.
so much for their marketing efforts.
net payout for most signups will be $1.
You pay $1, you will get $1 effort.
They should do their TV ads less frequently and majorly pump up affiliate marketing.
it just shows you where their priorities are.
old line media with low take up, compared to a battalion of dedicated affiliate marketers.
