I don’t think so, as I have wrote a review (check out the link above)in my blog about the Tune Money Debit Card. So far, no one has mentioned that can be used.

Actually you can use Tune Money Debit card. I have personally used it to open my paypal account. Since its VISA so paypal will accept it.
Finally my Visa PBE debit card has been approved by PayPal. Only thing now is to make it to full function after I get their ref#.
Problem was, I did not add enough funds in the first place! Silly me…
